Federal Funding Available to Support Nonprofits at Risk of Terrorist or Extermist Violence

The Nonprofit Security Grant Program - National Security Supplemental (NSGP-NSS) is providing $210 million in funding for eligible nonprofit organizations to prevent, prepare for, protect against, and respond to acts of terrorism or other threats. 

The intent of the NSGP-NSS is to support nonprofits at high risk of a terrorist or other extremist attack. The programs are designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies.

Some of the funds are focused on designated high-risk urban areas, none of which are in Maine.  Separate funding is appropriated for nonprofit organizations located outside of these areas, however, and Maine organizations are eligible for those funds. 

Examples of allowable expenditures for this type of funding include:

  • Security cameras & alarms
  • Fences or other access controls
  • Planning or training exercises
  • Technology/cybersecurity

The funding cannot be used for weapons, general operating expenses, or hiring of public safety personnel.

Who Can Apply?

501(c)(3) nonprofits are eligible to apply. Examples of nonprofits that may be interested in this opportunity may include, but are not limited to:

  • Houses of worship
  • Educational facilities
  • Medical facilities

Nonprofits need to work through a State Administrative Agency (SAA) to become a sub-recipient of these federal funds. Maine's SAA is the Maine Emergency Management Agency (MEMA). 

The application period will be open in Maine from November 15, 2024 through December 31, 2024.
