Throughout the MANP Connects program, we've created a space to hear from our peers and partners about the challenges and opportunities facing Maine nonprofits. By coming together, nonprofits can share resources and advocate more effectively for the causes that matter most.
This month, we're focusing on the power of collaboration in advocacy. We'll hear from guests who are leading successful nonprofit alliances and coalitions, sharing how working together has helped them strengthen their influence and achieve greater impact.

About the Panelists
Tiffany Gourley Carter is the Policy Counsel at the National Council of Nonprofits and works to advance the public policy priorities for the nation’s largest network of nonprofits. Working in all three levels of government and all three branches of government, she tracks and spots trends of policy threats and opportunities for nonprofits. Tiffany covers a broad range of issue areas, including taxation, budget and spending, employment, government grants and contracts, advocacy rights, and regulations.
Prior to joining the Council of Nonprofits in 2016, Tiffany worked with a state association of nonprofits at the Hawai`i Alliance of Nonprofit Organizations, nonprofit law enforcement at the Hawai`i Office of the Attorney General, and policymaking in the Hawai`i State Legislature as a Legislative Attorney. A native of small-town Western Pennsylvania, she earned her B.A., magna cum laude, from the University of Colorado and her law degree at the University of Hawaii, receiving the CALI Award for Excellence in Nonprofit Organizations. She is a member of the U.S. Supreme Court Bar.
In her free time, Tiffany loves surfing, skiing, traveling the world, and chasing after adventure. She serves on the Leadership Council of Nonprofit Vote and the Board of Directors of Impact Fund. She lives in Northern Virginia with her husband, daughter, and pup.
Ruben Luna Torres joined the Maine Immigrants’ Rights Coalition (MIRC) in October 2022 as a passionate advocate for immigrant rights and community empowerment. In his role, he collaborates with community partners across Maine to develop MIRC’s policy priorities. Torres often works with government officials in Augusta and city halls throughout the state. Torres’ advocacy efforts also include promoting the organization through both traditional and social media channels.
Before joining MIRC, Torres worked in the finance sector after graduating from the University of Maine Orono with a Master’s in Global Policy and a Bachelor’s in International Affairs, minoring in Legal Studies. During this time, he expanded his knowledge of international finance while studying at Carlos III University in Madrid, where he traveled throughout Europe.
Originally from California, Torres is deeply committed to inclusivity and community building. He strives to amplify the voices of marginalized communities, fostering dialogue and collaboration to create a more equitable society. In his free time, he enjoys cooking with local products, discovering new places, and watching football!
